ARTICLE VII. DUTIES OF OFFICERS
Section 1. The President shall be the chief executive and shall preside at meetings, appoint committees and act as ex-officio member of all standing committees. In executing the powers of the office, the President shall enforce the Constitution and By-law’s, contracts, policies and directives of the National Society and the Rock Island Chapter and appoint special committees and assign duties to officers and committees. The immediate past President shall serve as ex-officio member of the Executive Committee for one year.
Section 2. There shall be a First and a Second Vice President. The First vice President shall perform the duties of the President during the absence of the President followed by the Second Vice President. Each Vice President shall chair committees as noted:
Program Committee: Chaired by the First Vice President. Duties include arrange, schedule, and coordinate Chapter meetings including obtaining speakers, managing protocol and preparing a budget of income and expenses. The committee is empowered to collect revenues, incur expenses and perform their duties in a prudent manner.
Membership Committee: Chaired by the Second Vice President. Duties include recruiting, enrolling and orienting new members. Assists the Secretary and Treasurer in maintaining membership rosters and collecting fees. Also, keeps an exact membership roster with names and office addresses and other biographical data, which may be useful to the Chapter. Committee is empowered to incur expenses in recruiting members and mailing papers and should submit a budget.
In the absence of the President and both Vice Presidents, a chairperson of a standing committee may be asked to temporarily perform the duties of President.
Section 3. The Secretary shall:
a. Record the proceedings of Chapter Executive Committee meetings for publication in the Chapter newsletter.
b. Be Custodian of Chapter records, charter and papers, and keep an up-to-date history of chapter business.
Section 4. The Treasurer shall:
a. Serve as Chairman of the Budget and Finance Committee.
b. Be custodian of Chapter financial records and transactions.
c. Receive and deposit money, pay bills, prepare vouchers and maintain books in sufficient detail for audit.
d. Co-sign checks with another officer when the value exceeds the value specified by the Executive Committee as noted in e. below.
e. Have authority to approve Chapter payments limited to the value specified by the Executive Committee during it first meeting each year.
f. Prepare monthly and annual financial statements.
